Sterudkvartalet is located in the very heart of Moss and the city's historic centre. Kongens gate, to the east, was originally part of the old royal road between Christiania and Copenhagen. Regional and local changes are a challenge to traditional living, working and trade patterns in Moss. The entry of the Follo Line, changes in commuter trends, population growth and global ideas of how cities compete to attract residents and skilled professionals affect the future of the city.

A future network of green connections underlines the plot's central location in the city. To create a foundation catering for a richer urban life, the site’s organization links it into its urban context: surrounding residential areas, social institutions and infrastructure towards the south, recreational areas along the Moss river and a new future train station in the south-west. The project will additionally provide improved connections along Kongens gate and towards Verket, through the city center towards the mouth of the Moss river and future development areas along the fjord. With an expanded and improved network of connections, surrounding areas will be better connected to the city and to Sterudkvartalet.

Centrally located on the site lies a landscaped area surrounding existing trees. The green landscape in the center of the quarter is linked to the connections through the site helping to create movement throughout the quarter.
